A matching digest establishes identity of declared bytes. It does not establish that the claim inside those bytes is correct.
Sources can be superseded, observations can expire, and external records can conflict while the artifact stays unchanged.
A correct candidate value still cannot authorize itself, select its destination, or grant permission to commit.
Grounded DI limits the final disposition to the artifact and the controlling state actually established.
